I like the concept of Supports being better at their jobs, but I feel like cornholing them into a support only state is unfair.
Gone are the days of Epic AP Janna Tornado damages, or manly AP Taric bursts.

These changes don't really help him though. He's still ****py **** in lane now, and once again they've nerfed Shatter's base damage (Riot Why? Just why?). They need to fix that, otherwise he's pretty much **** tier. His scalings should make him better later though.
I like it. Yeah, they're losing the damage...but you don't run most supports in mid anyways for DAMAGE. You would have run them in mid for bonus utility (i.e., protect the carry comps).
I MUCH prefer the scaling they have tacked onto utility. And Riot will add more items as necessary and modify scalings until the major supports feel balanced.
