Worst I'm instantly going for Evelynn, no doubt.
As for the best, it's a close match up between Cho'Gath, Gragas and Warwick. They all have a great variaty of skins which all fits them very well.

I would have to say Nidalee has some of the worst skins though I do like her harrowing one.
also Evelynn has pretty awefull skin set... why does riot usually give new skins to champions who already have pretty awesome skin sets like Ahri with the new popstar ahri..... though I love that skin :D

Kog'Maw, Nidalee, Annie, Corki and Chogie are the best imo

worst are Eve, Teemo, Malza, Kat and Amumu
