To me, the worst used to be 
Soraka but they aren't as bad anymore. I honestly very much dislike Karma's skins and still play nothing but the traditional one all the time. I personally think Morgana has the best skin collection. There are a lot of them and they each look great in game or in the picture, some gifted with both.

Sun Goddess Karma looks pretty good now....they totally ruined Sakura Karma when they redid it though.
Sakura Karma is still the best karma skin. Come at me bro.
As for collections, I would have to say Anivia has one of the best, if not the best. Heimer's skins are also quite good. Jax's are probably the best though tbh. There's actually a lot I guess, Kat, Pantheon, Garen, Lux etc.
