it all depends on the situation and it is hard to say without watching but...up until like plat elo a lot of people just don't know how to close games.
let me say how i like to do it. if you are on your way to victory:
A) push lanes...your minions should be pushing in all lanes
B) take all non inhibitor turrets/towers.
C) push mid. if they gather mid and you don't have enough poke to damage the turret without taking damage have a good split pusher..say udyr push a different lane while your team stays mid. wait for opportunity and push to win.
D) if you have lanes pushed and they have no chance of countering it....get baron...the buff can take a team that is ahead and pretty much allow you to tower dive..so the poke/split idea isn't even necessary.
in any case...if you are asking if it is normal for low elo/new players to fall apart at the end of games? than the answer is yes it is normal...you can do your best to lead the team but in solo queue some people will listen...some won't...its a team game...so unfortunately you have to have some love from your team to win. unless you just too good...in which case you can carry a ****py team..but...eh..not everyone can do that.

Who the **** cares when you lose normal games and at pre level 30? Those games don't matter at all.
I had 12 ranked losses in a row (and then a win and then more losses) and got demoted from Silver I to Silver IV. Now THAT'S depressing.
Getting all the way up to Silver I again was a depressing journey, especially when I could have easily gotten Gold (just ran out of time).

Unfortunately it is common to see low elo team to fall apart in the end of the match when you actually could win. If you see your team going solo too much try to convince them to stay at group, of course not everyone will listen to you. As long as you can understand your mistakes, fix it and learn from it you’ll become a better player. Keep playing and good luck.

Yes a 3 loss streak is nothing in League, in fact most of the community has a 50-50 win lost ratio even the ones who have over 1000 games played, you win some you loss some.

Im also not giving up on the game, i have gained some confidence from custom and bot games and i think i will fairly soon begin a positive streak again.
