9th point in utility should be Runic Affinity .

Runes are poopy. Seals should be armor or in some cases health or mana regen. Glyphs can be AP but then you have absolutely no MR therefore I would get flat MR or scaling.

Items start out ok, but I personally think hourglass should be purchased before rylai's and liandry's (not entirely sure rylai's is a good item on Ahri....)

CODING.

Your guide contents is kinda less and your guide is cover byywall of texts. For runes, you could also mention m hybrid penetration marks for your early game AA harrass and for you easy to farm.

Basis: Too many penetration Items, Lack of Rylai's Crystal Scepter which as I understand it is now a core Item for Ahri, how else are you going to kite?

Btw you advise usage of skills even when not in combat with an enemy champion. Why then do you not have any Mana/Mana Regen Items?
