If top rated refers to Mobafire upvotes, then the new ranking system means that only the votes 30 days prior to ~January actually matter (if i understood it right). Free week is the biggest contributor to upvotes. Ahri was just free Q~Q

Yes but you will keep most of the votes from the past 30 days due to the minimum threshold, so it's not like your guide will drop to 0. If it has a good score now and gets no more votes for a while it will keep a good score. :)
I still think you'll get more votes though since Ahri is a popular champion.
