Are normals restricted to blind picks or do they still do normal draft picks?

I only play Blinds when invited to one or I really want to play a champion regardless of which lane I'm going in.

I know Cyberskull (Sword Art Natsu) doesn't like to play blinds because he doesn't like to play without bans.
