If you have the money, yes, you can straight up buy a finshed item. The cost is the same as acquiring the components and then upgrading them into the finished item, except you don't ever buy the component items.
For example, if you currently have 5 items in your inventory (and have 1900 or more gold), you can just straight up buy a
Tiamat without worrying about the space required by its four component items.

Any item in the shop takes up 1 item slot (except for Elixirs if you have 6 items already).
Using your example, item A "consumes" items B, C and D so you can freely buy any without losing any gold.

If I'm reading your question right you could buy items B and C to lower the price of item A but you'd just have to wait until you had enough gold to buy item A, you don't need B, C and D to be able to buy A, you could buy just B and C or C and D etc.

Can you buy HP and Mana pots in the fountain if you have max items but less than full health/mana? Would it do like the elixirs and just apply onto your champion? Never tried.
