It's hard to practice certain things in normals because they almost never happen. People play normals to practice, troll around and hang out with friends (which often involves lots of ****ing around).
Yep, but if you keep playing the same champion+role over and over again, and you still didn't make a conclusion about that champion+role, you are better off searching for a new one that actually convinces you that it works. Then test that a few (~5-10) times, does it work suprisingly well? Bring it to ranked.

I'd just like to point that nothing I said is an absolute. You don't get better just from playing lots of normals and watching streams. Everything adds up. Practicing in normals, learning from streams, tryharding in ranked, reading guides, discussing in forums, etc.

Yeah. Once you practice enough, you should move to rankeds because it's hard to not get dragged down in normals.

EDIT: Just an example to make my point clear.
I que up with my friends for normals and I end up facing a plat II riven top.
Plat II riven dives me at lvl 3 due to her trading very well, but she dies and doesn't even kill me.
Said plat II riven still thinks shes a god so she keeps diving and agroing me, burning all of her spells in unusual combinations which made her an easy target to gank 2 times. At this point with 2 kills, 1 assist and 10 more farm I could simply 1v1 her and come out on top. She tried to roam, and again, dived. This time she got a double kill but lost top tower and about 30 cs all while dying. She had now died 4 times and only managed to get two kills and could not match up to me at all. She was mostly useless for the rest of the game.
Now if the riven had tried her best, I would've been minced meat. She just made bad decisions due to me being silver and this being normals. If I was vs a plat II in ranked I would've lost, but I also would've improved much much more.
What did I learn this game? Wait for riven to dive so I get kills? Wait for her to burn all her escapes and tell my jungler to come out of the sidebush? Push the lane while shes dead?
Due to her not taking this seriously I never got around to: Outplaying a riven, trading with a riven, setting up ganks vs a riven, keeping up with farm against a riven etc...
