I see a few uses for it. I feel like its kinda like spirit visage in terms of its utility/cheapness, for caster's of course. Best used in early-mid game, can be replaced for late game if needed.

There are no pure AP items with CDR right now, so this is a pretty good addition.
They should make it more expensive and boost the stats though. Maybe 2500gold for 80AP, 20%CDR and 12MP5. That would make it much more attractive.

I have not experimented much but I think it might make a really good replacement for a snowball item like soulstealer, if by chance you are having trouble grabbing stacks.. Not quite as much AP as a stacked soulstealer obviously and a little more expensive.. But I think for the most part its a really good substitution.
It has its niche to max out CDR without having to get a bunch of non-caster items, but otherwise it's only average.

It totally fits my AP Teemo. Needed regen and CDR early on, but I found Nashor was stupid on full AP. Else um, we'll see if we can throw it in some builds on other champs...
