Intelligence test? Lol. Won't solve a thing. And there will be always your "intelligent" people who would disagree. You can have IQ 150, but you still may like to play Master Yi support and argue with anyone, who would dare to say he is not viable in that role.
The test should be about the game knowledge.
Based on that, you can separate players with similar mindsets, and thus create better community, as people would really agree on most of the things. Example questions:
Do you think Master Yi is viable for jungling?
- Yes
- No
Do you think Nasus with 200 stacks in his Q is strong enough for late game?
- Yes
- No
Who should ward the map?
- Support
- Jungler
- Support and Jungler
- Whole team
...and so on. This is, how you make your idea works. ;)

I can probably answer most of these correctly in a short amount of time. however where I am lacking is my mechanics and on the spot decision making. jsut because I can rattle out a few "good" answers on a paper test doesn't mean when the time comes I will be able to put those answers to practice. It is a completely different rule set even though the answers are the same.
Yes Yi can jungle. he isn't top tier and you can't expect a lot from him but it can happen
For your Nasus Question I need a time stamp and whether its a jungle or top lane. I assume you do mean top lane and about 25 minutes, then it's lower end of acceptable.
the whole team should ward, but exceptions can be made for the ADC since supports buy more wards than anyone else through the course of the game.
