I don't think the issue has ever been stacking speed. It's just not a great item for Annie considering she doesn't really have much use for the extra mana and you want to get as bursty as possible early on, so you kinda want to get items like Deathfire Grasp and Rabadon's Deathcap as soon as possible. Delaying your burst by buying a tear doesn't sound like a great idea.
Relying on killing minions for that CDR is going to be hard to manage, but it would make you practically unapproachable by melee champs.
Then there's the fact you're pushing the lane so hard. Without being able to make perfect harass on your opponent, you'll get ganked very easily, and without your burst being as damaging, you'll be left defenseless in that situation if the laner isn't dead.
