Passive Rework

Lets face it. Season 3 made it perfectly clear Fiora's Passive was non-existent against an average opponent or above. What she needs in the current meta is a passive that allows her a greater sustain early game but one that doesn't leave her OP later in the game and keeps in with the theme of a Duelist and fighting.
My idea for Fiora's Duelist is a reverse of her current passive, but instead of increasing as you level it decreases (like in a fight the longer it goes the less capable you are of wearing blows and being energetic overall).
However in order to not make her OP as all hell early game the stacking ability needs to be altered.
The part in brackets refers to when Fiora gains an additional stack. At level 1 she has 1 stack; level 6: 2 stacks; Level 11: 3 Stacks; Level 16: 4 Stacks.
So lets compare between old and new passives:
Current Duelist: 7 + (Fiora's level) health over 6 seconds
Level 1: 8HP/6sec Max: 32/6sec
Level 6: 13HP/6sec Max: 52/6sec
Level 11: 18HP/6sec Max: 72/6sec
Level 16: 23HP/6sec Max: 92/6sec
Level 18: 25HP/6sec Max: 100/6sec
New Duelist: 34 - (0.5 x Fiora's Level) health over 6 seconds
Level 1: 33.5HP/6sec Max: 33.5HP/6sec (1 Stack)
Level 6: 31HP/6sec Max: 62HP/6sec (2 Stack)
Level 11: 28.5HP/6sec Max: 85.5HP/6sec (3 Stack)
Level 16: 26HP/6sec Max: 104HP/6sec (4 Stack) ~ Most Powerful at this level and level 17
Level 18: 25HP/6sec Max: 100HP/6sec (4 Stack) ~ Same as Original
Pros:
Greater sustain in early lane now that stack has been reduced and base regeneration increased.
Greater presence and viability in early to mid game but tapers off late game.
Will activate against monsters and pets (allows people to play her as a jungler - viable but not the best idea)
Cons:
Passive non-existent late game.
