I'm not a jungler myself, but I would say that if you have a full rune set (which you might not have in that level) you do not need leash. You should more likely ask for someone to guard you for counter jungling. As
Hecarim you should also start with blue as you will get mana reg and CDR which will really help you when you go for red.
If you however do not have enough runes you should probably get leash from either mid or top. The time it takes to leash for you is not enough time for the player to make plays instead. The only thing that will happen for them is a few CS behind.

It gets better once you hit level 30 so you can get better mastery and rune pages, but it's still a hassle to kill the first buff for most champions. I usually start at the buff on the bot lane side, so I can get a leash of at least the support(the adc/marksman could lose some minions). It's not as necessary as it once was but I still recommend it, especially pre-30.

You almost always start from the buff which is at the bottom jungle of your side. On blue side you usually start with Red Buff and on the purple side you almost always start with Blue Buff.
You want to start at the bottom buff because of the leash which is the best when your bot lane gives it due to there being 2 or 3 people to deal damage. This way you deal more damage and the laners can go back to their lanes faster because they can pull faster.

If your jungler starts at your side, you should at least give him a little bit of help because it means he can clear the jungle faster and save some health potions. Especially if you don't have good runes / masteries you really need some help.
However, for the laners it is a slight disadvantage if you have to pull. Firstly you get to lane later which means you can lose experience and CS - this means your lanes have to back off in time so you don't lose any (that means they usually can only give you a few hits before having to head to lane). For bot lane it also means you cannot fast push level 1 which can be a HUGE disadvantage but that's a strategy that doesn't apply before you hit gold/platinum elo.
Also keep in mind that mid should never have to pull.

Correct but keep in mind that sometimes you want to switch it up in order to avoid the enemy jungle in a 1v1 / 2v2 (as they usually expect you to start bot / mirror your jungle path)

I jungle all the time and even though I *can* kill the first buff by myself, it makes a big difference having some help on that first camp. The hardest part for any jungler is completing that first jungle clear. It's usually a slow and painful process. The more help you can get on that first camp, the faster it goes which means the faster that you can start ganking and/or get back to base to get items that will make the next clear faster. It's an exponential factor. The faster you can make that first clear, the better your items become earlier, which helps feed you more gold/kills, which makes your further items come in faster.
As for which buff to start with, I tend to start red on most of my junglers, because the extra damage really makes a difference during that first jungle clear. I tend to go red, wraiths, blue, and I usually still have plenty of mana by the time I get to blue to fight the camp.

dont listen to your friend he has no idea what hes talking about
hecarim needs help with his first buff since his first clear is disgustingly bad and his main weakness is his early game and getting counterjungled, the other jungler with more hp is more than likely going to kill you if you have less than 100 hp after clearing red buff if he decides to find you there
also i always try to start the buff closest to bot lane for safety but starting blue first on hecarim is always nice because he scales better with CDR and needs mana regen after his Q got nerfed
