I'd say go locket 99% of the time unless you're adept at using banner. Banner can be effective if you're always grouping 5 in a certain lane and want to force the enemy to have to split resources to a sidelane where you have the banner minion present. This is particularly effective if the enemy team relies on AP-damage waveclear (banner minion is immune to magic damage). Simply put, you enhance a cannon minion in your bot wave while you sit and wait at nashor for someone to respond. Particularly effective when the enemy has no teleport ready.
It'd be great if you could update this guide, there's not many good guides right now for Nami. The date says you've updated it recently but it's got homeguard for boot enchantment and then there's only 5 items on your 6 item build. Not that it's your responsibility but it still pops up at the top of the Nami guides so it's getting lots of views.

I've already discussed the item a little bit with some preliminary thoughts, but I've had a chance to test the item a little bit more in recent days.
First my thoughts on the balancing of the item: since it got changed (read: buffed) in 5.15 it's a bit better. It is still somewhat hard to proc reliably, but it's harder to completely **** up the timing. That means that the item is definitely in a decent state right now. So, who should you buy it on?
Let's start by discussing when first though. The item gives %-based buffs or crit chance, which means it isn't as gold-effective early game. Especially if you're planning to use it for your ADC, it really is a late game item. This is because crit chance is a stat that requires multiplication through AD and AS to be effective. You can have 100% crit but if you only have 100 AD you'll still be hitting like Graves' splash gun. It's gonna be effective once your ADC hits 3+ items. Even more importantly: it's a luxury item. Your first priority as a support should be to facilitate your ADC to deal damage (read: keep him alive). This means you should only get it if there aren't any more important items for your team at that moment. Items like

Oh and by the way, can you make a guide for Janna? I played Nami for a bit but I couldn't get into her, but my only support, and the one I've found the most fun, is Janna. I don't do too bad on her, but I don't do much supporting so I always get thought blocked when building items.
