Atma's Impaler - 45 armor, 15 crit, 1.5% AD to healthcost: 2300
45 armor = ~720g worth of stats
15 crit = ~730g worth of stats
1450g total
2300-1450=850
So you need atleast 850g worth of AD from your bonus health to make it worth while. 850g is roughly around 25 AD for simplicity purposes.
If I did my math right 1700 * .015 = 25.5
So it only takes roughly 1700 hp to break even in stats. I guess the main problem is the wonky stats it gives. Armor, crit, and AD.

Yup. The item can be quite cost efficient, but what champion builds crit + AD + armor and a bunch of health? The only few champions I can think of is Garen, Tankplank and maybe even AD Sion. So to answer the question in the OP; Yeah I think it's a viable item, but only for very specific champions.
