Lulu is very squishy but she has far more range than Leona so you should try to poke her down in the early levels, while staying at a safe distance from Zenith Blade (which is when it's on cooldown, or just be ready to dodge). When she does go in, you can polymorph (W) her to stop her from perma CC-ing your marksman, or you can hold polymorph for Leona's marksman, which is also very effective. Leona can go in and stun them, but a lot of the damage is supposed to come from her marksman, and polymorph stops that.

So essentially you gotta know the champions your enemy is playing and understand your win conditions against each of them; this all comes with a lot of practice. Sometimes you're simply outmatched, Leona may struggle a lot against Lulu and other poke supports.
In short, some things to watch out for: the enemy's abilities' cooldown, your jungler (is hear nearby, can he gank), the enemy's summoner spells, the enemy's health and mana (lower better), the enemy jungler/mid lane position (if you see the enemy jg top, he can't gank bot lane if you engage).
As going for the full tank build you're really not AA-ing the enemy that much because of the slow attack speed.

If you went full AP, you would still not do a lot of damage with Leona because her AP scalings are very bad. For Q it's 30% and for E it's 40%. Her ult scales well with AP (80%) but you can't rely on your ultimate do deal all your damage for you, and that's not what her ultimate is for anyhow. Suppose you go full AP, your Q and E will be slightly stronger and your ultimate might deal a lot of damage if it hits someone.
However, that's when you go full AP. The 10 AP from Targon's Buckler will effectively do nothing to increase her damage.
Any advices for the secondary rune? some matches i feel like cookies and tonic just doesnt pack the punch, specially when going solo (90% of the time being i'm a solo player) and my carry is very slow to start attacking whenever i engage the enemy.
You can definitely play around with secondary runes. I've gotten used to going with biscuit delivery because a melee champion can tend to get poked down in lane by the enemy bot lane, especially if you're playing against a mage support or an enchanter. This is probably the most common setup because of that reason. One change some people do is going Hexflash instead of Insight, so you can try that out and see how you like it. It can be pretty good on Leona as you can Hexflash from a bush into the melee range of an enemy for an easy Q when you're lucky. Or just in range for E, either way the surprise factor is super great.
A smaller amount of people do go precision secondarily though, and get Presence of Mind and Legend: Tenacity. Tenacity basically means CC lasts shorter on you by a certain amount and that can be useful for people trying to slow down your engages. But also Leona is effectively immobile so the tenacity could be life-saving in certain scenarios. Presence of Mind gives you mana back after a takedown which is useful in a 2v2 situation especially early game. She has low CDs but her health/mana can stop her from being able to participate in extended skirmishes; but this rune helps.
So try out both and see what you like!

There are a lot of ways you could go with your secondary setup, so I think the best thing you could do is try out a few setups and see what you prefer.
Players who go for inspiration go cookies, stopwatch, hextech flash, dematerializer, cosmic insight etc. Personally I like stopwatch because it can help you out in a tight spot and make diving safer + plus you buy Gargoyle's later out of it. Cookies help me stay healthy so I can keep engaging. But the other runes have their merits which other players may find suit their playstyles more.
In the precision tree, I would opt for tenacity for sure as well as presence of mind, which helps me stay in a fight longer. Leona is good in longer skirmishes because her Q has a quite short cooldown so getting health and mana after takedowns compliments her natural ability to fight extendedly.
