Actually giving useless +rep is no problem at all - admins can always demote users if it turns out they got their +rep in an unfair way.

Before that 10 +rep per person rule, +rep circles were formed where people would just randomly give +rep for no reason at all. I agree it's not a fantastic solution, but I'd rather have a little less +rep than a bunch of people getting promoted for absolutely no reason.
I think a refresh every 3 months would be okay - 3 months after I last gave someone the last of 10 +rep, I can give that person +rep again. However I think it's quite hard to realize that, and face it - is it really worth it?

A rep tracker would defeat the purpose of having Rep. I do not wish to see what I said that people deemed helpful/rep worthy because it would dictate the way I post. Yes I like receiving Rep but I do not my make posts on this site for the sole purpose of receiving it.

On the other hand, if you do visualize it, I think it'll be easy to identify these +rep circles and act, making the limit unnecessary.

Yes, 100 +rep = editor and 150 +rep = scout, while 200 +rep nominates you for Veteran :) They used to be lower, though.
