You need to add a verb to make clear what you're actually asking. Anyway, now that is out of the way:
Yes there is matchmaking balancing in normals and in teambuilder. It's called Normal Game Matchmaking Rating (Normal MMR, which differs from ranked). However, team builder slightly adjusts this by taking your experience on the champion you're playing in consideration.

if your main account is level 14, it's honestly not surprising you'd play badly against level 30 players. I find that either way, whether on my level 13 smurf or my main account, that I often stomp rather hard in team builder.

I think I read that Team Builder has its own MMR, so - assuming that's true - it'd even differ from the MMR in blind/draft normals.
