People aren't usually in the mood to listen to everyone telling them why they suck when it's immediately after losing. Or any time really.
Depends on the day. When I moved to EUW (I made a new acc, didn't transfer) first things I noticed were the longer login times and way more frequent server issues. Those have diminished a lot with time, and now the most significant difference is in player skill levels (EUW's players are generally better) and there's less polish and russian :D

I think the word if indicates that this is most likely impossible.
