Rayne is a Mage/ Support champion who specialises in crowd control and dealing damage.
Rather than a conventional mana bar, Rayne has insanity counters (starting with 10), these counters replenish steadily over time or with every basic attack on an enemy champion, minion or turret
Rayne Passive is insanity within, the longer Rayne focuses his attacks on one enemy target he steadily gains an increase in his attack damage and speed until the target is eliminated or if Rayne perishes.
Rayne first ability (Q) is comsumation of madness, this puts a barrier around an enemy where they can take take set damage + 50% Ability Power or Break the barrier and cause a set damage + 20% ability power to all enemy is a set radius.
Rayne second ability (W) is prolong the suffering, you can cast this on Rayne or Ally champions and this gives any Snare or Stun abilities an increase in its duration (what may last 1.5 seconds could last up to 3 seconds) however it doesnt increase the damage the ability may cause.
Rayne third ability (E) is Crazy thoughts, Rayne causes the enemy to go mad as they wonder aimlessly around in circles for a duration, during this time the next ability to hit the effected target does critical damage.
Rayne Ultimate (R) is Resonance, its passive increases your insanity counters by 5 each time (maximum of 25), the ability can only be activated once your insanity counters are max, Rayne send a massive wave towards the enemy in which if they are facing it can cause them to be snared to the spot or if they have their backs turned they take damage and a massive speed reduction.

Well it would have to be fair I guess so maybe 1.5 seconds raising to 2 seconds but if timed right its critical any ability including Lux Laser or Ezreal ultimate shot but they would have to hit in the alloted time and theres a good chance the enemy could dodge it because they will run side to side :)

Whilst a enemy is in a crowd controlled situation, all of Raynes abilities increase by 2 with every basic attack, this continues to stack until a time of not attack someone in the crowd control expires.
Q: this is madness
Cast on himself or ally champion, any duration based support or attack last 50/60/70/80/100% longer than normal
Cost: 20/25/30/35/40
Cooldown: 10 seconds
R: consumed by insanity
Whilst your passive is stacking up you can opted to store 30/35/40% of the increased stats permenantly whilst healing for a 5 seconds depending on your ability power per second (100 AP will heal you for 500)
Cost:80/80/80
Cooldown: 180/160/140
W: cast of doubt
Rayne puts a cast of doubt on his opponent for a short duration, dealing damage of 30/35/40/45/50 per second, if the opponent dies before the time duration expires then the cooldown is halved
Cost:50/50/55/55/60
Cooldown: 30 seconds
E: Something to Scream about
If cast on a enemy: this causes damage based on your ability power then caused movement speed reducation
If cast on a Ally: this causes an attack damage increase followed by a movement speed reducation
Cost:10/10/10/10/10
Cooldown: 5 seconds
