It's an overall buff, but it's more to level out his power. They're buffing early and nerfing late game. His early game is pretty underwhelming in the current moment, and his late game is monstrous to the point that it's unfair. What Riot aims is to change up the power curve so his early-mid is better and his late game is a bit weaker. It's not just a flat buff to his power.
Also, 1337. It was meant to be.

Yea I saw the red post as well, I think that should really help him out, he is a difficult champion to begin with, having a weak early game is just making it harder.
