Rumble launches an electrified harpoon, dealing 60 / 85 / 110 / 135 / 160 (+40% of ability power) magic damage, slowing by 15 / 20 / 25 / 30 / 35% for 2 seconds, and reducing the enemy's Magic Resist by 10% for 4 seconds.

Hitting an enemy who's already slowed by this ability increases the slow to 30 / 40 / 50 / 60 / 70% and reduces the enemy's magic resist by 20%. This Ability has 2 charges (6 second refresh).

Danger Zone: The harpoon deals 90 / 127.5 / 165 / 202.5 / 240 (+60% of ability power) magic damage instead and the slow and reduced magic resist are increased by 50%.

One of the most annoying forms of harass to deal with in lane, insane slow, broken hitbox, and more damage to deal with as if Rumble's Flamespitter wasn't enough face melting.

This is the reason I main Rumble, sort of how peopke like Fiddlesticks and Rammus, they have that one ability that just annoy's the living hell out of people.
