I know it's a bit controversial, but go with surge. It's very underestimated by most, and even considered as a troll pick by others, but it's freaking awesome.
Do you think it's a lack of attack speed in this build? Think again.
- Surge gives you the attack speed the items don't.
- Guinsoo's gives you you 32% attack speed in fight when full stacked.
- TF gives you 30% attack speed
- Early game your Wit's End gives you 40% attack speed, and if you switch to Madred's Bloodrazor later it also gives you 40% attack speed.

Start with either Doran's Blade, Ring, Shield or Null-Magic Mantle. The passive and active from your "W" gives you enough movement speed to make you win on it.
Try to stay in lane until you've got about 1300 gold, then recall and by Mercury Treads and some potions.
Then try to stay in lane until you've received about 2200 gold to get your Wit's End and some potions.
HINT: As Teemo you have the opportunity to push lanes and have an easy escape. Use your shroomies to ward the jungle and to stop upcoming ganks. Don't get too confident though. The enemies are aware of your ultimate and will try to avoid too obvious places for shroomies.
From now, it's much about what you feel comfortable with. I personally like to go for a quick Guinsoo's Rageblade and then for TF. The last two items depends on situation and need. if they've got much HP, Madred's Bloodrazor might fit your needs very well.

When farming as Teemo, and all other champions, first try to make youself comfortable with his attack speed and damage output. This makes it a lot easier for you to get a good creep score.
Never farm with you "Q" unless you need a fast attack. His "Q" ability's range is a little bit longer than his basic attacks range and the dart hits the target a little bit faster. No poison damage is dealt to the enemy target but it's auto attacks are missing it's target.
This makes Teemo a strong counter to most AD-carries and other DPS champions like Xin Zhao and Master Yi.
HINT: Since you are going the middle lane, you usually face yourself against an AP-carry. Most AP-carries have limited damage output because of mana and cooldown problems. You, on the other side, has got unlimited damage with your basic attacks. Try to hit your opponent as often as possible and keep him/her out of range to farm. This gives you an excellent advantage in gold.
