well i don't think so. in the early game it doesn't matter if you have +10 ad and 8 armor pen or if you have +6 ad and 12 armor pen. your damage will be the same. and for the late game 4 armor pen more wouldn't matter, because you either have last whisper and deal tons of damage or you are hitting a squishy without armor.
