I prefer damage oriented builds but both are viable IMO. I feel like Stormraiders is only good when you are really fed and can get the bonus bc Vlad isn't gonna naturally do that much damage that fast, he's no LeBlanc

i dont like hextech as an item on vlad, zhonyas is far superior

There is no reason why you can't get both together, but it all depends on your prefered playstyle and the specific situation of every individual game. Personally I do like both but I prefer Hextech Protobelt when snowballing and Zhonya's if the need arises
