Lol when youre buying cdr boots you must get some magicpen like voidstaff, haunting guise or abyssal scepter.
magic pen is awesome. A luxury, but still awesome. I consider magic penetration items as situational, and not a must, not just for Ahri but for most casters. I mean think about it, do you force your self out of your build to get a void staff or abyssal scepter? Only if everyone in the enemy team is building magic resist. But for the most part, in most games, only 1 or 2 enemies are building magic resists and those are usually the off tanks and tanks who you shouldn't be targeting in the first place. If I absolutely have to have a magic pen item, I would go for void staff and I will build it somewhere between Rabadon and Rylai's
