All I can really say is that they are viable boots.
But in my opinion there can be much better options such as
Mercury's Treads for the tenacity when you have a heavy CC team
Sorcerer's Shoes for the extra damage.
Boots of Swiftness for extra mobility (My favorite) because it gets her around the map quickly with a sustained speed.
I see why you would get Ninja Tabi because of your rune setup and masteries, but I just think that there are other boots better. (Plus Ninja Tabi only works with AD carries)

Because with the build sequence you have there you receive two Hextechs, which would be getting 120 AD, 110 more AD needed for your passive to even proc. So this would mainly be a Hybrid build, which is optional but you advise to go for it anyways and proceed to put it in the build sequence.
I'm not saying it's a bad build it's actually thought out pretty well, but it's more of a build when people concentrate on Crescent Slash late game instead of beefing up Mark of the Assassin with more viable items that are able too.
