Introduction
Pros:
+Lane Dominance Mid(5v5) Top(3v3) can work in lanes, but best suits the carry so you can get stacks by helping your teammates out.
+Nuking

Cons:
-Reliant on Snowball item
-Prone to ganks depending on your awareness because of her slow movement, even with boots.

Runes are the basic Magic Pen. and AP. You will start out with a good deal of AP with the added bonus of magic pen which is great because of the little magic resistance most have early on is pretty much nothing.
Masteries are the basic 9/0/21
Summoner Spells:
-Exhaust
-Clarity
-Flash
with Ignite. Depending on how good you are with Annie you can use any of these with ignite, which helps against the ones who like to lifesteal and goes great with Tibbers aura.

Now my items are BASED on SITUATIONAL AWARENESS and your ABILITY to USE ANNIE to the best of her ability.
Get Ruby Crystal first for that little extra health boost one needs if one is to lane without having to constantly recall for health. Soon after you upgrade it to a Kindlegem which gives you 10% cooldown as well as more health.
Then depending on how much gold you have you can either buy Mejai Soulstealer right away then buy boots, but if you have a two hundred or below its best to just get Boots of Speed and Amplifying Tome so you can quickly get back to your lane and level. Eventually you will need to get Mejai Soulstealer and its best to get it quick so you can start getting stacks early on because it plays a big role in ones usage of this Perfect Child. The Ionian Boots of Lucidity are great for the rest of the cooldowns you may need. No matter what the case your fourth item should ALWAYS be Rabadans Deathcap. It will basically coincide with your Mejai Soulstealer as you get kills it will give you more AP than you would think.
Now anything after the fourth item is completely dependent on the situation, if you are not having any problems with your health and no problems with their magic resistence then you should most certainly get Lich Bane. Your Q plus auto attack is insanely powerful. It also works well on pushing towers if you use your W or E without any minions to attack at a tower it will still give you the boost for damage your auto attacks will do. Now Rylais Crystal Sceptor I used to get when i was a beginner with Annie, but honestly once you are good with her you shouldn't need it, but get it anyways if you don't need the other item of choice, which is Abyssal Sceptor which lowers enemies magic resistence and raises you and your nearby teammates and gives you a small boost in AP to boot. Shurelya's Reverie I upgrade off of Kindlegem in the end if the match lasts that long as well as potions.

Laning against certain champions is not possible if it is 3v3 such as say Xin Zhao, Vlad and Mordekaiser in the top lane because of certain abilities that champion has. It would be best to avoid laning against one of these champions. (dependent on your opponents ability with that champion) It would be best to avoid gettig into these situations or ask for a gank from one of your teammates early on.
DO NOT overextend with Annie she does not have many means of escaping other than her stun and if you have exhaust/flash.
You can use flash as a way to initiate if you are mid(5v5) top(3v3) and drop tibbers with the added stun then Q,W,Q and F for ignite if you have not already killed and they are at low health.
Try to harass with your Q but not too much because your mana will deplete faster than you would think unless you have clarity. DO NOT USE YOUR W TO ATTACK ONE CHAMPION EARLY ON.
