Frost Shot : Frost Shot is one of Ashe's most important skills. It applies a slow to ALL of your autoattacks and your vollies. Only use this on enemy champions and maybe on a super minion if you are being pushed very hard. I max this skill second.
Volley : Whenever I play Ashe, I level up Volley as my first skill. Volley is Ashe's most important skill and is designed to be spammable at later levels. If you ever find yourself being chased or focused in a teamfight, run and keep throwing your Volley backwards. This slows your pursuers and allows you to get away more easily. During your laning phase, try not to spam it as much, as it drains mana like crazy. Volley has more range than your autoattacks and does more damage, so use this to your advantage. At later levels, volley helps you clear minion waves in a second. I max this skill first.
Hawkshot : Hawkshot is another important Ashe skill. This skill allows her to scout areas without actually going there and gives extra gold per kill. Always fire Hawkshot past the place you really want to see. Since the arrow is overhead, it reveals all bushes it passes over; if you know an enemy Garen is camping in a bush, fire directly into it, as it exposes the area for a little longer. You should be spamming this in lane, as it is free and gives you a great edge. I max this skill last.
Enchanted Crystal Arrow : Enchanted Crystal Arrow makes Ashe viable as an AD carry. It scales off of AP, but it doesn't really matter. This skill should not be used as a last hit to KS your teammate; rather, it should be used to initiate a fight and stun the enemy. Remember, the farther you are, the longer it stuns! It also deals AOE damage and applies a slow to surrounding enemies. Use this skill during your laning phase to help give other lanes an advantage. Remember that the arrow takes time to travel, so try to lead your shot. A lot of people try hiding in bushes, so if an enemy is at 1 hp, fire into a nearby bush in hopes of getting them while they recall. I level this up whenever I can.

Pros and Cons of Ashe
Pros:
1. Great farmer at all levels $$$$
2. Amazing stun and slows
3. Great scouting ability
4. Good, sustained dps and some AOE damage
5. Amazing skins ;)
Cons:
1. Extremely Squishy
2. Mana hungry at early levels
3. Not very strong in lane
4. Weird dance
5. Awkward taunt
Pros:
1. Great farmer at all levels $$$$
2. Amazing stun and slows
3. Great scouting ability

5. Amazing skins ;)
