I like your build. i play her some how the same way. After i get the tear and the sorc boots, i rush Rylai's. I tend to get a Hunting guise after this, i like the 20 ekstra Mpen and 200 hp.

Other than that this seems to be a fairly stable build, balancing in some survivability to the damage she does. I'd probably grab only Banshee's or Frozen and then take a Will of the Ancients instead for the spell vamp aura and additional AP. I <3 spell vamp.
On the skill build I wouldn't prioritize W too much ahead of Q. I know its very useful for farming but with lane harassing your better off have them at the same level or W just 1 level ahead. Seems to me overall damage is greater... also once you get Rylais Scepter Q would benefit more from it than W.
As far as runes my only concern on this build is... CD runes. You got ur mastery and FH already to get you to 34% then runes to max it... but seeing as FH will be made later on its better to get AP blue runes since you got AP Quints already... Prioritizing getting blue golem buff whenever possible will help with the CD reduction and mana probs earlier on.
Also I would recommend getting Glacial Shroud before BV. That way when you have the blue buff you will have max CD red...
I can only find one problem with the build, and it's a small one.
You get more than one point in Perserverence. That is not a good idea with a build without large amounts of regen.
Those 2 mastery points give about 0,3mana per 5 and 0,15hp per 5 at level one. Even in lategame it won't give more than about 1mana per 5 and 0,3hp per 5. In my oppinion that is much worse than 6,66% reduced death time. I'm not very fond of that mastery, but it really is better in this comparison.
I didn't read much in the guide, but I do recommend using the text+pic tooltip function instead of the small pics.
