I would move the 
Aegis of the Legion to be finished right after glacial shroud. You end up with a lot of Frozen Heart's strength in Glacial Shroud. Aegis is strongest in early and mid game, late game it kind of drops off too much. If you really want to rush Frozen then I would at least build Aegis directly after finishing Frozen. Other then that it looks pretty good, the Blitz buffs should be bringing the Blitz back out of retirement. I love Manamune but I feel you are right, sometimes it's a hassle more then a help.
