I agree with Tuatha182 if you're building an ap Ez you would want to max Essence Flux before Mysitc Shot. The extra 20% duration on the blue buff your jungler should give you gives you more time to spam and harass the person you're laning against. Also I would suggest Greater Glyph of Potency runes over Greater Glyph of Force runes just because I think runes are for early game were flat ap gives more than ap per level.

Lastly, I think that Ezreal is a better ad carry than AP mid.

Only need 1 point in Mysitc Shot and should be leveling Essence Flux for the damage/harass potential. Assuming this is for Mid lane, and you have tear in your build their is no reason to not put that last point into Runic Affinity . You need to do more research and you should at least have a basic outline before posting something, this is to incomplete and just thrown together. Try playing Ezreal a few times first.

EDIT: With this build you will have around 1800 Health too, youre going to get two shot by the AD carry, you need some sort of survival, item I would recommend a Rod of Ages for the extra mana/health and possibly a Rylai's Crystal Scepter as ez has a strong kiting kit.

Oh and Promote isn't anywhere near viable as a summoner spell.
