Sheen will still boost your base dmg by 80% which is a noticeable amount when you are last hitting creeps in your lane phase. The fact that it isn't on hit is just a bonus. It means that you can miss and still take advantage of the items passive.
This statement is correct, I have made adjustments to my runes. They should now be as follows.
Greater Mark of Desolation for 17.64 Armor Penetration x9
Greater Seal of Clarity for 0.9 Mana Per 5 Sec per level x9
Greater Glyph of Focus for 5.85 Cooldown Reduction x9
Greater Quintessence of Desolation x3
While this may be true, flash already gives you all the mobility you need. Mana at the right times can be priceless. If any once else agrees please leave a comment and i may change this.

While it true that sheen seems to have on an "on hit" effect its not really the case. Without having a wall of text I'll just say this. AD ezreal can still take advantage of sheen's unique passive if he misses his mystic shot .. provided he auto attack or lands another mystic shot in the next 3 seconds.
So while yes sheen does boost Q damage it doesn't have an on hit effect at least in the traditional sense of the word. (Can't be an on hit effect if he misses imo)
An example of an on hit effect
1. Sheen has no On Hit effect. So mystic shoot doest apply anything from that item. It does increase the Base dmg ( not bonus atk dmg ) by 80% when shot lands.
2. Clarity is a waste of a spell .... there is a reason why every top player runs ghost.
3. Getting a mana pot at start is kinda stupid. Def should be a health pot.
4. And the kicker on your build is you have a malady as your lase item. I know you were probably tempted by the "on hit" txt but thats a ****ing awefull item and should never be picked up by ad ez. -1 for that ..... close build but not quite

Some of your rune choices are kinda silly .... flat mana? health seals? to each his own i suppose.

This may work for low elo games but it will be laughed at in real games.
