This total damage is increased to 7.5% of target's maximum health against slowed or stunned units. You should buy instead of vs easy matchups. In easy matchups you don't really need slowing item as first. It's much better if you will buy and you'll be able to watch the opponent's life bar disappear quickly. Buy vs hard matchups when you must play full focus, because that enemy can easy kills you. It's good vs Vayne/Irelia/Jax or something like that champions.
