I made this build cause before i just played with pure AP Teemo and it went pretty fine most of the time, but on the other side i didn't like the idea of all of my damage being blocked by magic resistance.
So then i decided to make my own hybrid build and tried many different combinations and decided this was the build i go for.
I have always wanted to make my own build, but i never was sure if it will work and then i gave up.
But now i know this works, at least for me, hopefully to you guys too :)

I made all the runes like that to survive the start and being able to make a first blood.
I didnt think much of the late game with runes, cause with that kind of runes you will be able to get the first blood, and farm minions greatly, so you get the stats needed late game from the items.

I focused masteries mainly to do damage with both physical attacks and abilities.
Then i put the last 9 to regeneration and put one on the extra 1g/5sec so that it can help even more for getting money with Kage's Lucky Pick.

I have tried these items and many more items pretty long and i desided this is the best solution if you are doing fine in game so on.

i selected skills like that cause the poison is the most effective way to surprise enemy at start cause he probably does not realize how strong it is with Amplifying Tome and those quintessences, and then at lvl 2 u get the blinding dart.
This is where the fun starts. Now u can burst enemies with autoatk/blinding dart/autoatk combination, and belive me, with Amplifying Tome, that hurts!

Summoner spells i think it is crucial to have Flash, but i selected Exhaust, cause it can help you either escape, or pick up that kill.
