We have the Greater Mark of Insight x9 because it allows us to cut through squishy and tankies with magic resist early in game, allowing for you to get some quick and necessary kills in order to get the expensive items necessary for this build to be affective.

We have the Greater Seal of Alacrity x9 because it gives extra AS and that helps out Irelia a lot. It Makes her Hiten Style extremely effective. This increases your Health Regen and Health Vamp by vast amounts in the beginning giving you large room for survivability in the beginning, if you're aggressive.

We have Greater Glyphs of Focus x9 because it is what Irelias whole set up revolves around. Irelia is a high maintenance character that can survive in any situation, however, the only thing that holds her back is her ability cooldown. So to cover this weakness, we focus the most potent runes into Ability cooldown in order for Irelia to cast spells hastly and more effectively.

We have Greater Quintessence of Focus x9 because of what I said for the Glyphs. Ability Cooldown are key for Irelia to be effective.
