Introduction
This build will help anyone who loves to play Jarvan, but remember that the build does not make the player. You will have to be able to hit your skill shot in order to be effective, otherwise no build will help you.
A tip though is to lead the character as he tries to run then close the gap with Demacian Standard and Dragon Strike.
Just remember that using this build your health, damage, and resistances will eventually drop off late game. You can alter it accordingly for more tanky, if you wish.
Eg: Dropping Trinity Force for Banshee's Veil/Force of Nature and then making the last item Guardian Angel.
Unfortunately, I do not know which are the runes that optimize Jarvan or have the IP to freely spend but I know that these runes work well for me. If you know or think your runes are better, feel free to use them.
Greater Mark of Desolation x9 - 1.66 Armor Penetration
Greater Seal of Resilience x9 - 1.41 Armor
Greater Glyph of Shielding x9 - 0.15 Magic Resistance Per Level (2.7 @ 18)
Greater Quintessence of Desolation x3 - 3.33 Armor Penetration
These have done very well for me in all cases of using an attack damage oriented Champion, but I am certain there are better rune setups out there.

I have been using 21/0/9 (see the Mastery sheet above for further information) and it has been working well for me lately.

Another Mastery option is in the link below. I prefer the 21/0/9 over the 9/21/0 because you get the offensive capabilities and can stack more defense/health later on.

When I Jungle, I start wherever I feel comfortable irregardless of the Jungler (eg: Lee Sin, I still start blue because starting at Golems/Red Golem is still uncomfortable for me right now). The item I start with is Cloth Armor + 5 Potions.
I follow this pattern while Jungling:
1) Blue Golem - Smite
2) Wolves
3) Wraiths
4) Red Golem - Smite
5) Golems
6) Back to Heal/Buy
7) Gank/Wolves or Wraiths

This section is just for anyone who is learning to gank out of the Jungle with Jarvan or any other Champions.
The three rules I follow when deciding to gank are as follows:
1) Worth it?
2) Will you survive?
3) Will you succeed?
The screenshots below will show you when the proper time to gank them is, and when you should wait or walk away.
As you can see in this photo, no matter where he goes you will catch and kill him. Watch for lanes over extending and catch them as much as possible.
In this screenshot you will see that no matter what I do I will not be able to kill LeBlanc because of her Distortion ability, and her ultimate if necessary to escape again.
