As far as my runes, I personally grab MP runes because it works with the sunfire damage, as well as all of my other spells. You can substitute for the health no issue, but I like the pen because it helps when I am not getting much AP anyway, it assures that a majority of my damage goes through, along with Fiddle's passive. So basically it makes sure that all the damage that I put out, the recepient feels the full blunt of it.

I like to see this build here, im using fiddle lately and i make a offtank out of it. The reason is simple the spells do a lot of damage already, but the AP ratio is just so bad.
Your idea is simple but effective, however I would suggest trying to start with. It gives you a significant cooldown reduction and alot of armor. Ofcourse you have to see wether you'r playing against mages as well, because then you'll need some magic resistance as well.
About the runes, why taking magic penetration ruins instead of only cooldown and health? (100 hp for the quintuince (or however it is spelled))
Overall a great idea, for most people a bit strange but it works perfectly fine
