When you take those Summoner Spells , you will be able to catch your enemy who is trying to escape from you.Also teleports enables you to stay in your lane more.The more you stay in your lane, the more you kill minions.

This build also based on catching the enemy who tries to escape from you.

Ionian Boots of Lucidity => Using ''W'' (or jump ) skill as wolf , its cooldown thing will help you jump faster.
Iceborn Gauntlet => Its passive skill will help you to catch the enemy with its icy thing.
Guinsoo's Rageblade => Is the best item i've ever seen guys really, it helps you play as a wolf or as a human form and its passive help you to kill enemy while low hp.
Hextech Gunblade => This item will also add some AD and AP and also it give you spell vamp and life steal that will help you stay alive more.
Last Whisper => Adds you some ad and with its armor penetration, you can easily hunt enemys.
Void Staff => Adds you some ap and with its magic penetration, you can easily hunt enemys.

Those masteries is not tanky but will help you dealing awesome damage to your enemy.
