Singed is a lean mean pubstomping machine if you've never seen him before. But if he's running at you, you're probably thinking... "OH S*** THIS MOTHERF***ER WANTS MY ****." He is a farmer who can almost get away from everything with the right summoner spells and items/skill aoe/timing/etc. Since he has huge farming potential, he can be a great threat early to late mid game, since he can farm half the map in literally 1-2 minutes and totally screw over your composition. His ult +ghost will make your team cry in the early to midlate lvl 6-14 team fight for dragon because of his DPS output early on. You'd have to have a mind of a mad man to play Singed to the fullest and the farm to back it up. But the greatest part about singed his is laugh, which is why I play him. Because playing champions that are fun, is usually the best champion to play for you, so if you think singed is boring as **** then this guide isn't for you.

The Marks are just there to take space. The Seals are good for procing dodge to run faster. The Glyphs are to take space and to survive longer. The quints are self explanatory
Runes vary depending on user preference and patch changes.

I get TP for lane control to heal to full and get back in it fast or for ward ganks cause as a player i farm alot so if im on the other side of the map farming i can tp to a ward and help my team. Ghost+ult is self explainitory. Ghost is the best thing since ice cream

Other things you should note as Singed.

You can beat kass or morg in solo lane easy.

You shouldn't pick singed if you see malzahar/anivia/kennen if you're solo lane.

You can farm/push a lot, you are a power hero early to late mid but your late game isn't as great unless you're outfarming everyone else.

You are a great presence and add pressure to the other team so know when to push or to help your team in fights. Hence the teleport ghost.

You are a really good lane partner for blitz or alistar, since you can push back into tower easy.

You aren't immortal early game, try not to get the courage from last game to your next one, a lot of players make this mistake.

Plant Wards

Base your item build depending on your enemies.

Realize that singed is more basic than you think, and all you really need to do is press Q and farm. Or press R and get W or E off in fights while having Q on, and make sure you auto attack when your trail is on everyone you want it to be so you can add dps.
Prioritize targets with your toss, don't save an enemy by tossing them away.
