-You're right, ArPen increases mystic shot damage (and auto attacks).
-A little mistake, you wrote : 23/1/6, it's 23/6/1 (for masteries, 3 points in magic res, and 3 in armor)
-I think Exhaust/Ghost can be more usefull than Exhaust/Ignite (if someone else in your team took ignite, otherwise you'll cry if you see a vlad/mundo
-Maybe ArPen quint would be better late game, cause :
ArPen quints : 10 ArPen
AD quints : 6.75
