Renekton support is the last thing I'd expect to see on my scaley child, but I can see it working against some specific matchups. There are some things I wanna talk about cause I may try this... On my alt of course. No way am I risking my main's stats on something this off-brand just yet.
I would recommend having a threat tab on here as this pick would suffer against many supports like Morgana and Lux. I can see this being an interesting counter to supports like Nautilus and Thresh because he is inherently more dangerous than them in combat.
While I can see why maxing E first to shorten the downtime between potential engages, I think Q should be maxed second. Even when maxed, E doesn't come back before W does. W also doesn't scale in damage well so you really only get the one-second cooldown buff. Its damage is almost all based on your AD stat, not the abilities level. Q has much better base stats for leveling up and gives much needed HP in the heat of combat. CDR rush is good, E rush is fine, but I think Q second is a better choice before W.
As for runes, I think PTA would be a better pick and Domination's Ultimate Hunter and Sudden Impact. PTA lets Reneoton mark targets for death and would go well with ADCs that run Fleet Foot Work instead. Nimbus Cloak may also outshine Gathering Storm because you can use Exhaust and Heal for a boost of speed. Black Cleaver does also outperform Tri Force on Renekton, plus it has armor break which increases the AD damage they receive from your team, which complements PTA's pock making ability.
As a neat little trick, having your top or mid ban the support you want and you ban what they want you to will help sneak Renekton into support as no one will buy that he's not the top lanerm, especially if you banned one. This could prevent countermeasures from the enemy team if you pick before their bot lane does.

The reason to max W second on Renekton is because Q's cooldown doesn't scale with ranks. You want ALL buttons up, not just some of them. That means getting the cooldowns of E and W as low as possible, as soon as possible. You must keep your job as support in mind; you must get to the target and STUN it for your ADC. You aren't minmaxing damage; you are minmaxing your up-window to force trades. Otherwise the enemy duo will take advantage of your long W cooldown.

Press the Attack is a fantastic rune for compelling your target to flee rather than fight, which is a form of soft cc vs most champions. In the top lane, it's a way for Renekton to go in for poke, then either get out for free or potentially kill an enemy that stays to trade. It's good on any champion who can fast-stack it, which Renekton can (especially with his W). I definitely think it is the strongest main rune in terms of raw damage, whether you are alone or in a group.
The reason for Hail of Blades instead is that in bot lane, you are against two enemies pretty much all the time. You have to front-load your damage rather than back-load it. HoB lets you go in with E + E + W (or just E + W if the target gets careless), then land a rapid flurry of BotRK proc'ing autoattacks to get the target low immediately. You want your ADC to get at least some of the kills; all of the kills ideally, but it's more important that the target die before it has any chance to retaliate at all. Press the Attack, while it sets up a juicy target for the ADC too, doesn't get the target low as quickly. Plus you lose out on Ultimate Hunter, which is amazing on Renekton to sustain his health without killing your ADC's minions (another reason NOT to max Q second; you'll kill the minions when you Q to heal).
If you wanted to run Press the Attack instead, you are welcome to try both and compare. But I actually run Hail of Blades on my Renekton even in the top lane. I go in, usually with E + Q and then proc HoB. After I get in the rapid attacks, I then use W to stun (often with Reign of Anger for the much longer stun duration) while HoB is down, and shortly after the stun wears off HoB comes back up and I get three more rapid autos in. After that whole cycle, Q and E will be back up and ready to use for chasing. HoB serves me well to win trades just as well as I can with Press the Attack, but with the better minor runes behind it.

I used to use Nimbus Cloak, and in games I definitely don't expect to go long I still run it instead of Gathering Storm. But you can never quite tell with games until you are in them, so it's rare and I can't suggest it as the main rune. Gathering Storm is "good enough", because I always max E first (even in top lane) and typically don't have any trouble chasing due to that. Some of the late game damage you might lose from going HoB over Press the Attack, you get back with Gathering Storm.

Black Cleaver is exactly like Press the Attack. It's strong damage, but it's all back-loaded damage which makes it much less useful. Renekton stacks it quickly, which is the bar for whether a champion should ever even consider buying that item. I can definitely see going for it over Trinity Force. But it does not outperform Trinity Force in the initial skill volley. You get typically get 4 auto-attack's worth of damage in the opening burst vs a target; first after the E, then after the W. If you didn't need to E twice to get to the target, you can get 6 aa's worth instead. Only when all buttons are down and you are just standing there trading autoattacks does Black Cleaver start to catch up to all that damage.
One of the other advantages of Trinity Force is the 40% attack speed. You are proc'ing BotRK more often due to that, the same way HoB helps proc it more often. Keep in mind that you typically aren't even going after the support tank. You are doing the same thing you'd do in a team fight; you are diving to the back line to jump on the ADC. You don't need to stack up a Black Cleaver for that job. They'll already be dead by the time you do it.
I tend to find that just Lord Dominik's Regards is enough for Renekton to walk through any tank build, anyway. Black Cleaver is not necessary unless you want to pick up early armor shred and 20% CDR at the same time. It's faster/cheaper than going lethality (Ghostblade + Duskblade), as far as the CDR buy. I do have another Renekton build where I go LDR, Black Cleaver, Ghostblade, Duskblade, and BotRK all together in order to do actual true damage to anyone not building a lot of armor. It's fun too, and I use the same rune page for it.

There isn't anything that's played a lot in the botlane (or anywhere actually) that scares me much, as Renekton. He does have some awkward matchups, but nothing where I feel like he loses. Mainly the issue is that you want to run support Renekton when your ADC does a lot of magic damage, like an AP Tristana or a Lux/Ziggs/etc playing as mage carry in the ADC position. That way the enemy can't buy armor to guard against you both. You can also try "double support" Lux/Sona style, with a Lux or something, and just split the minions. You just have to be hyper-aggressive in trades if you do, so that you are picking up the Spectral Sickle gold.
I'd say just ban two ADCs that can just dash away from your W stun (Ezreal, Vayne, Caitlyn, etc)... or I would ban Morgana, since her shield will disable your stun when you go in or she might catch you with her Q. Something like Ezreal + Morgana on the enemy sides sounds like the most miserable lane for Renekton support, but you can easily kill either of them so it's still not that bad. When I play Renekton I look at our ADC, mid, and jungler. I ban something for whichever of them I think is most likely to help carry, because I don't have anyone I feel Renekton needs to ban for himself.
I tried the Steel Shoulder Guard because I'm more of an opportunist for big plays and it gives HP instead of mana. The passive does take more care to manage when maintaining Fury though. I'd need to have communications with my bot lane though. When Renekton does Renekton things, people die and not all of them will go to the ADC no matter how hard you try to pass them up. It was a fun thing to try though and forces me into matchups I'm not used to.
Spectral Sickle's biggest advantage is in how fast you can get gold with the item. But I'd say it's a pretty minor change to go SSG instead on Renekton. I can also see why you were contemplating ranking up Q before W, since if you kill minions with it you aren't taking as much SSG gold from your ADC. 13/3/10 is not bad at all. My own games range anywhere from 24/0/17 to 4/3/22. A win is a win.
Typically in my own games though, Renekton gets the kills that wouldn't have been kills. He doesn't exactly take them from the ADC, he just gives them assist gold where they'd have gotten no gold because the target was getting away. An intelligent ADC will see what's happening and be happy instead of rage. You just have to patiently sift through the player base until you eventually find one. I do know the plight of the ADC well, I'm just not sympathetic to whiny ones; I play Tristana, Kog'Maw, Ashe, Kalista, Neeko, or Sivir when I'm the ADC spot. Build efficiently with early gold and stop expecting to hog all the gold to make up for your bad build order. Maybe you'd get the kills if you did! :3
I think we've come full circle a bit, back to Trinity Force. One of the big reasons to take it is that you deal damage in chunks. You hit an ability, then you can choose to auto (or you hit W; this is where the accidental KSing still sometimes happens). You have a high degree of control over who will get the kill without risking the target getting away, if your ADC is in position to get the last hit. With Black Cleaver, you have much less control.
I'm not sure if I mentioned it in the guide, but a strong point that's easily missed is that Renekton is manaless with a lot of his damage in his buttons instead of his items (at least during laning phase; later that changes). That means as long as you stay healthy, Renekton will almost always be in lane when needed. I can't really think of ANY more traditional support champions that can boast that. (Maybe Garen; but he's a much weaker pick than Renekton imo since he doesn't have stun/knock to guard your ADC.)
I didn't run Renekton as support on a whim. I came from top, and as I adjusted to the support role I realized some of my favorites in top would be really strong as supports. That's how I came across my support Zilean as well, which I rush Archangel's Staff on to get a similar strength up and running as fast as possible. He's a second carry as well. Cho'Gath is another monster support pick. Similar idea; just grab a Sapphire Crystal on first back and he'll pretty much live in lane if you want. The crossover between top and support is pretty heavy, in my eyes. Instead of worrying about surviving a 1v2, you worry about surviving a 2v3. You still have to worry about facing a ranged champion (lane switching is a thing even if your initial match-up looks good). Typically a top wants some cc to help their jungler gank, which is also needed to guard the ADC. It's very much the same in a whole lot of ways.
