Abilitys
His W is his main ability for engaging, and the lower the cooldown the better.
His E is another important ability for his movement, and the lowered cooldown helps.
His Q is nice for a bit of poke, but poke isn't Rakans main focus.

Runes
Guardian works with his E, letting him dash to someone in danger and give them a more powerful shield than his normal E
Demolish is a great rune for roaming, which you can pull off pretty well as Rakan
Conditioning gives you a decent stat boost, but the other 2 are just as good
Unflinching helps Rakan out with his high movement based kit
Nimbus Cloak helps out with those escapes from risky situations most champs would die in
Celerity makes his ult a little better
CDR is one of Rakans most important stats
The other 2 stats depend on enemy team comps
