It's just that I've never seen people really rushing CDR on Jax aside from 10% from Spirit Visage. Never seen anyone get 40% on Jax in professional play or high elo. Pretty powerful stat I'd say.
the only problem is.... what is the new way? CDR has always been (since rework) a tier 0 stat for jax. it is not something new.
