Ability Order
Noxious Slipstream (PASSIVE)
Singed Passive Ability
Introduction
I start with boots + 3 pots, unless the lane needs cloth armor, for example against champs like Riven.
I try to get gold for catalyst and wards/pots before the first b. Always rush the catalyst as it gives you tankiness and good sustain. If I can, I build it into a RoA as fast as possible, but usually I have to build either mercuries, chain vest or negatron, depending on the champ im facing. Afterwards I just finish my big tanky items in the way enemy team does damage, for example if their AD gets fed I build frozen first, or if they have double ap I finish FoN instantly. After those items or somewhere inbetween I usually start building Rylais for the extra hp and for the awesome slow. As last item you can either choose something tanky or go for a rabadon.

Always take Fling at level 1. Its great for ganking and great for lane. If there's an early gank or he comes to harass you, both ways you survive and make them take huge damage. From that on max your poison, and slow right afterwards. Take points to fling last, as only the damage gets increased.
I go 90% of my games with Ghost + Ignite, as ghost summed up with Singed's ultimate is just devastating. Ignite is great to score kills with, as with this setup you usually can kill your opponent after you reach level 6.
Against hard lanes or if the enemy team has a lot of mobility, I usually take teleport instead of ignite. Exhaust can also be nice, if you think your team needs an extra one.

With this build you will become a tanky strong singed, which can initate with fling and tank the enemy team for awhile. Always remember to protect your carries, as if they die, you pretty much lose the game with this build.
