Not Updated For Current Season
The masteries shown here are not yet updated for the current season, the guide author needs to set up the new masteries. As such, they will be different than the masteries you see in-game.
This build isn't so much completed as a personal reference for friends of mine.
Feel free to use the runes setup and items as your own and let me know how it works.
I will go ahead however and explain the items and some basic strategy.
First go for Mana Manipulator: Your laning partner that uses mana will love you and you will not run out of mana.
Second, you should be able to lane forever but when you have about 1700 gold go back to base and grab catalyst and regular boots.
As you reach enough gold for Mejai's, go get it. You should let your teammates know the moment you have your ulti. It is a global heal and can be used to snag assists when your team ganks if you are not present.
Assists are crucial to getting gold as Soraka has low base damage and weak offense for grinding waves with support build. Also as soon as you have Mejai's you can snag stacks on it for ability power with Ulti.
By the time you gain enough gold and assists to afford the three item combo of Innervating Locket, Mercury's Treads, and Mejais you should be able to push and win the game, but if it is still going on you want to grab tons of AP.
All the recommended items on healers are junk as they give barely any AP and many people neglect the fact your heal has an extremely high ap ratio. Itesm like soul shroud and frozen heart are just there for cooldowns and defense but you should be smart enough to stay back from combat and using cd/lvl in runes, and getting blue rune most of the time is enough cd reduction on soraka. Banshee's veil added for engame defense. If you get far enough in the game you can afford Banshee's the enemy will be strong enough to burst you even with your team so the extra defense helps, but usually they wont be able to kill you before the point you can afford it.
The summoner abilities and Masteries go hand in hand. I forego the magic pen mastery for healcd reduction which goes with Utility tree's cd reduction on summoner abilities also you have an extra healing spell up almost all the time. Clarity is also good you giving your team mana and yourself.. however becoming useless after innervating locket so feel free to use Clairvoyance or another support ability instead of clarity if you have no mana issues.
Usually I win games with just those three items since you are an Assist junkie Mejai's will be enough ap and Locket lets you push like crazy, but go for zhonyas if the game lasts. This build is tested and I use it every Soraka game and I have only lost probably 3 games on Soraka in profile lifetime (you know, when you can support like crazy yet your carry's cant do even the tiniest bit of dps.. fixed this issue by playing arranged now haha)
