I haven't done a full spelling/grammar check yet but I've added some new information and updated a couple of things. I played another ranked as Supportlsticks today, and included a screenshot of the score screen along with some other games where I decided to be support Fiddles. This should help give people a slightly better idea of what items I would build in some situations.
I'm not worried if this "isn't an original idea" because I can just about guarantee that people have already tried absolutely everything in this game. I'm here to let people know that support Fiddles is viable and not only for trolls! I believe the idea has some potential.
One thing I'd suggest is adding Exhaust as an option to summoner spells, which has become very popular for suppports lately due to the utility it adds.
Also, I'd add some more information in general, particularly about how to support Fiddlesticks in a teamfight. Who should be the primary targets for your skills? Is it more important to silence the AP carry or support? And who should be the target of your Terrify in order to minimize the enemy team's damage? While I know the answers to these questions, not everyone does, and would be good information to add.
Lastly, I'd perform a quick grammar check, since you have enough errors to be noticeable.
Other than that, you took an interesting concept and elaborating on it well. Your BBCoding is very good and makes the guide visually appealing. I hope to see more guides from you in the future :D
Tho, its true that he has sick mana costs, so you may want to buy Chalice of Harmony to spamm your skills like a boss and be a true pain for ur enemies.
If not that, Mana Manipulator should do.
I realize this guide is for a support, but I tested this out and got my butt kicked. Your AP is so low you end up doing so little damage. I know I know he is support here, but still you need more AP for damage. Also why don't you go into detail about how to utilize him better as support character.
Damage isn't the main point though, it's the CC and general utility a Fiddlesticks brings to a team. I'll be sure to include a gameplay section though so people have a better idea of how I do things; it's a good suggestion.
I think the concept of this is brilliantly original, and something that "in theory" could be devastating with the right AD carry by your side. In reality though, it pains me to say this but supprot Fiddlesticks is unviable due to a couple distinct flaws. #1 mana costs: all of your spells have INSANE mana costs that only get higher as you spec points into the skills. Soraka is a good harass support because she can literally spam Infuse whenever it's off cooldown because it has NO COST. Reap unfortunately will drain your mana faster than you would believe and it will push the lane by default due to its bouncing nature. The reality is that those bot lane 2v2s would almost always be easy wins with a support fiddlesticks, ONLY if he has full mana to cast his spells.
I think the mana costs are fine in general. I don't spam spells, but if you do I can see how you may run into issues; Frozen Heart probably covers that well though. You do have a really good point as far as pushing the lane so I'll keep it in mind and thanks for the comment.
I'll have to look it up if I can find a good link about it. I'm interested in seeing what other people do with this idea.
Similar support build I run, but move Will of the Ancients and Oracle's Elixir a bit back in the cheat sheet. Getting them too early could be suicidal.
WOTA I generally don't get too early unless there's someone like Kennen or Vlad mid, as it helps a lot in ganks/teamfights. The current placement is arbitrary, as with the Oracle's. That point is usually when I get it if I feel safe about being in lane or ward-hunting; if not, a couple of pink wards are a better choice since Fiddles isn't naturally tanky like Taric.

To everyone else, thanks for the comments and +1s! I'll be sure to make more changes in the near future, beginning now.

I believe Team ALTERNATE did it in IEM Hanover. They lost.
