The skill building order is not very important, but you should get toxic shot to help you harass and bliding dart, to help you not to be harrassed. Always remember to put traps in strategical places. Using these itens, I (a noob feeder) got 16/8/3 (the team was feeding, could only help).
The last item can be of your choice, if you'd like to make a Madred's Bloodrazor or a Infinity Edge it will help you a lot. When you use Teemo's passive to hide, it'll give you a great boost at the attack speed, so use it. A LOT. I'm not level 30, but i got the attack masteries I use and some utilities, they help a lot...
