the jungle update is really good and you should really try it

you need the extra experience gain for your ultimate and health regen since you wont get so much in the beginning without doran's shield
and the armor pen is for the times when you WON'T have your passive and still be able to do any damage

I don't understand why you would go "offensive Shen" without going 9/21/0 since most of his attacks are magic damage anyways.
If you were to tell me it's because he needs the early game presence why would you good armor pen runes when his passive does "magic damage"?
